Awarded by the Public Authority for Special Economic Zones and Free Zones (OPAZ) in 2022, this contract placed AHAR at the heart of Oman's most ambitious economic mega-project: the Special Economic Zone at Duqm.
The project delivers 13.65 km of internal roads in the Saay Commercial District — 4.25 km of dual carriageways and 9.4 km of single carriageways — connecting the district to National Road 32 via ten access points and seven signalised intersections.
What distinguishes this project is its pioneering integration of smart city technology: over 600 smart street-lighting poles with automated dimming and fault detection, dedicated electric vehicle (EV) charging stations, adaptive traffic signals with sensor-driven control, and dedicated cycling and e-scooter paths alongside a full pedestrian network.
Underground utilities include a 9.1 km sewage network and a 12.3 km rainwater drainage system. The Saay Commercial District now hosts 53 completed investment projects and 24 under construction — including hospitals, schools, and hotels — making it one of the most active development nodes in the Sultanate.
